what is the drawdown of the CLPT20H pre-charged 19gal tank? can I use it with the shallow well pump model CLTS5 1/2 HP?

It could be used with the CLTS5 which has a 30/50 PSI pressure switch. The drawdown depends on the air precharge which is determined by the pressure switch settings. With a 30/50 pressure switch, the air precharge is 28 PSI which gives you a drawdown of 5.9 gallons.

Are you able to take the black piece off the end and able to turn it one direction or the other (to be able to line up to existing plumbing) or is the piece attached to the bladder inside?

Yes, the tank flange can be rotated. You must first relieve all air pressure in the through the air valve on top. When reinstalling the flange follow the instructions in the owner’s manual. The nuts must be torqued in an alternating pattern to 65-inch pounds.
