How are ROYAL WING (specifically) Black Oiled Sunflower Seeds grown? SPECIFIC Question: Do they use ANY pesticides, herbicides or what exactly is their method? If i have ORGANIC fed chickens would this product be considered NATURAL?

Sunflower seeds are purchased on the open market across the United States. Some growers of sunflowers use herbicides and pesticides. This product is not intended for poultry. It is designed for wild birds.

Can these seeds be planted and if so what percentage will grow and or bloom?

The Black oil sunflower bird seeds are not sterile. We would estimate 50% would sprout, but this is not guaranteed. You could experiment by adding a few seeds in 1/2 inch of dirt in a cup and see what sprouts in a week.
