If the charger is powering the fence and the pulse strength seems consistent, this behavior does not indicate a problem. A weak or inconsistent pulse can be related to a low or failing 4V battery used with models ESP2M-FS or, ESP2M-Z; especially if the battery is older or not holding a full charge.
