- A: Hi Neighbor- Yes, you can paint over Eastwood Rust Encapsulator Plus Paint Pint. It is designed to be used as a primer for other topcoats, though it can be left as a low-gloss finish if not exposed to direct sunlight. To ensure proper adhesion, you should either topcoat it between 4 and 24 hours after application, or after it has fully cured, lightly scuff the surface with a Scotch-Brite pad and then apply your topcoat.8 months agoHelpful?

Easy buy from TSC and best price I found for it arrived for pickup in two days. This is an amazing product applies very easily with paint brush and coats very well. It does require proper ventilation and face mask to protect from vapors.
