Does it ever dry?

I applied this to my pickup bed yesterday and it's still very wet. I didn't over-apply it, but it's been 24 hours - with the truck sitting in full summer sun - and it hasn't dried out at all. I'd like to put yard debris in my pickup this weekend but I'm afraid the branches and stuff will wipe away all the Rust Stopper, since it's still wet to the touch. Does it ever dry out? Am I supposed to apply it then rinse it off?
No, I do not recommend this product.
