how does the collar work

This collar acts similar to a "C" clamp: when butting two pieces of round rail ends, the collar is snapped over the seam. It is typically used to maintain rail alignment.

Does this splice just snap into place?, and if so way is there a hole drilled in it? One would think the hole is for a bolt but that would get in the way. Some installation instructions would be helpful or just a picture showing proper installation.
