Can I use this for soaked beet pulp in the winter so it won’t freeze before he's done eating?

This product is intended to keep two gallons of water deiced during the winter. The manufacturer has not tested the product for your proposed application.

does this bucket shut off when the water is gone, don't want a fire hazard in the barn

It has a thermostat in it that will continue to operate even out of water. However, it would only turn back on for a short time before shutting off again and will not get that hot.

Is it recommended to turn off at night or run continuous even when animal isn't using it

Because it has a thermostat inside, it will operate automatically. Therefore, you should leave it plugged in with water in it all the time. If you unplugged it at night and it went below freezing, the bucket would be a solid block of ice in the morning. If your animal won't be using it for an extended period of time (more than a day or two), you could empty out the water and unplug it until you need to use it again.
