Though you have been cleaning your fountain, we would recommend removing the pump, fully disassembling the pump into four pieces as shown in your manual, and scrubbing all four pieces under warm water with soap, using a small brush or Q-tip to scrub down inside the cavity where the final removeable piece rests. Once this is done, try adding a dab of food safe oil (olive oil, etc.) to the white propeller blades of that last removeable piece, then fully reassemble the pump, fully immerse it in water, and plug it in. It will likely come on right away. We would recommend fully disassembling your fountain and pump as shown in your manual, scrubbing all four pieces of the pump with warm water and either no soap or mild dish soap, thoroughly rinsing all pieces if soap was used, then adding a dab of food safe oil (olive oil, etc.) to the white propeller blades of the last removeable piece in your pump. When you then fully reassemble the pump, fully immerse it in water, and plug it in, it should come on right away.
