Would this keep a small dog in? I'm considering using it on a deck above a rail that is 2" off the deck. Dog's head can fit thru a 4" x 4" square, but shoulders are too wide. Worried about them getting stuck in 4x4.

Will this rust? Is it coated? If so with what?

Galvanization before welding for smooth surface and no-burr. Thick zinc coating strengthen the durability. Galvanized surface effectively resist corrosion
