I did not experience that problem. The fire ring feels to be of adequate gauge and is a good size - which is what I wanted.

How do you clean it out???

According to the vendor, you clean it out "by either moving the fire ring and scooping the ash away or using a shovel to scoop out the ash."

Can this ring be put in the ground so the top lip is at ground level? If yes, any recommended add ins like gravel around it, etc?

This would not be recommended as they are designed to sit on the ground.

I was told not to use galvanized material as a burn barrel (IE trash can poisonous gas) also not to weld galvanized material because of the off gases. How is it safe to use this galvanized thing as a burn ring?

Studies have found that when used as intended, the Galvanized Fire Ring does not reach temperatures hot enough to vaporize the zinc coating in the fumes.
