Must be wet I bought two bags on May 14th and I purposefully bought the lawn starter which was next to the spreaders because I wanted to use it in my spreader which meant it had to flow. I was wrong. This product must have been wet. Even though the bags seemed intact, it was hard, clumpy, seemed moist, and did not work in my spreader even after trying to break up the clumps and hard chunks. For a product being sold in the store and inside, and at full price, I am very unhappy with this product.

Yes, this product can be used for over seeding. Apply fertilizer at the recommended rate & seed there after.
