Replacement filter does not fit

Just received my replacement filter for my dustbuster® Handheld Vacuum, Cordless, AdvancedClean+ handheld and the filter does not securely fit in the compartment which results in extremely loud device. Nor did the replacement filter come withe plastic pre-filter. My main issue is that I have yet to come across a replacement filter that fits these Black and Decker handheld vacs.
Yes, I recommend this product.

Incomplete replacement part

I lost the filter and ordered this replacement. It arrived promptly, but did not include the plastic cover, which was shown in the picture. It was deceiving.

Filter arrived in good shape and looks like the original, but it does not include the plastic cover pictured.
