Smaller than expected and from photos

I needed replacements for golden tipped arborvitae bushes that I over-trimmed. I trust Tractor Store, so took a look online As the photos above shows, it was expected to overhang the pot and be as tall as the pot. It wasn't. To the contrary, I was on the verge of sending back, but put them in anyway. They are on the bottom of the 'acceptable' scale.
