Poor instructions, Short run time

The instructions don't tell you how long to charge it. I charged it until it stopped glowing red. The package says it last up to 3 hrs on a charge. My cat LOVED it while it worked. Unfortunately that was only about 15-20 mins. Now it's charging again. It's been over an hr and still glowing red. It would be nice to get as much run time as it takes to charge. It gets 2 stars because my cat REALLY LOVES it!!
