ONLY the bottom compartment is insulated cooler. Disappointing.

This does NOT hold 24 cans and keep them cold. 24 cans will fit but ONLY the bottom compartment is insulated. Very disappointed to go to wrap these for gifts today and find out it is not what I expected at all.
