Can this be dissolved in water for dust control on gravel roads?

No, this would not be the best way to do it. We recommend using liquid calcium chloride for dust control.

Is this Calcium Chloride suitable pure for dissolving in water and pumping into tires to add weight to them and keep the water from freezing? If not, which product is?

It is best to use the liquid calcium chloride for tire ballast. It will take awhile to fully dissolve the granules but it can be easily done as it is in pool water.
