Can it be installed behind the fender well? Looks like if it were put on the right side of the truck it would work.

Could a hand or 12 volt pump with a telescoping outlet pipe be screwed into the outlet port?

The sidekick is a container which can house any liquid. As far as a pump the manufacturer only offers the shaker style pump which comes with the tank. The manufacturer does not recommend the addition of another pump.

What kind of pump would work with this

Per the vendor, "We do not offer any pumps for that tank. It does come with a shaker siphon to get the fuel out of the tank but it does not directly plumb into the stock tank if that is what is being asked."
