Is this product galvanized before or after the welds are put in place? If the welds are not galvanized, doesn't that mean it'll rust wherever the welds are?

It is manufactured using a galvanized-before-welding process. Regardless of the after welding, the product will be rust resistant.

What size are the holes?

The sections in the bottom two rows measure 8"W x 4"H. The rest of the panel measures 8"W x 6"H.

How do they connect to another panel?

The panels are attached together with security bands and typically there is a fence post where the panels join together.
