It’s July in near Texas-Oklahoma border. Can I lay the seed out? I have a combo of sand and fertile soil and combo of sun and shade.

Yes you can but it will need water through the summer to make it. The tall fescue in the mix needs to get deep roots to get water from deeper in the soil.

Yes, you can but it's recommended that you use Bermuda grass as a better option.

You must keep it watered until you can mow it. After that it depends on the rain you get. If the grass is not turning brown or light colored you are probably getting enough rain.

I just had some of my land cleared of small trees and undergrowth. I am looking to plant some grass. Is it too early to plant now? I know September would probably be best but we've been getting pretty good rain. But I also dont want to waste seed.

what is the spread rate? (I have a scott's push behind spreader), how much area should 15 lbs cover the bag front says 10,500 sq ft but the specifications say 700+ that is a huge difference, what is it really

700sq ft is the over seeding rate. Please check with your spreader manufacture for the settings.
